Who is a degree candidate? College freshman receiving grants and scholarship.?

My son entered college last fall with grants and scholarship, which cover full tuition and room & board. He had no other income entire year and I supported him full 9 months.
Does he qualifies as a degree candidate who will be exempted to claim grant/scholarship on 1040?
Or does he have to claim those as income on line 7 and offset only tuition and fee on line 34 and attach Form 8917 ? The difference will obviously generates AGI and far exceeding exemption amount, which generates tax liability. He does not have a money to pay tax. This year is only 3 moths problem but what about next year and after that will be bigger liabilities.

He is a degree candidate.
