I'm trying to see the presidential inauguration in Washington d.c. this year. I think it would be awesome to see either the first black president or the first woman vice-president in history. the kind of trip you are telling is not an Educational Trip, rather, it is for personal purposes. if you are allowed for that kind of trip then everybody would be allowed also. an Education Trip is a kind of trip where it involves about your study; or if you are the representative of that institution or school where you are attending at; sponsored by the institution/school itself.
*so to answer your quiz, i don't know how you can raise money for that, but probably, you need to be privately sponsored by someone or any organization that has interest in you.
